G. Herbert Stout Award
For Visionary Use of GIS By Local Government In North Carolina

Herb Stout served as Wake County Commissioner and Chairman of the Triangle J Council of Governments until the time of his death. In both positions he championed the use of Geographic Information Systems (GIS). It was Herb Stout who suggested the notion of a North Carolina GIS Conference that would inform and educate local government officials. With great leadership and encouragement, he also served as Chair for the first three conferences. In February 1992, he was killed in the crash of a private plane. This award honors the memory of Herb Stout.

The "Herb Stout Award" was created to honor exemplary use of Geographic Information Systems (GIS) by a local government. The award has been presented at each North Carolina GIS Conference since 1993. A plaque will be presented on behalf of the GICC to the 2011 winners at this year’s conference being held February 17-18, 2011 at the Raleigh Convention Center. Also, the name of the winners and government organizations will be engraved on a permanent plaque for display at each conference. Conference staff will officially present the plaque to the selected agencies’ governing body after the conference.
This year, the conference will present three awards: (1) city or town government; (2) county government; and (3) regional government or local/regional authority.
